Description of Network

The Greater Manchester Combined Authority (GMCA) is made up of 10 Greater Manchester (GM) Highway Authorities (HA’S) and have a number of benchmarking/task & finish groups that meet regularly to share best practice and innovation around highway asset management and maintenance.

The GM HA’s collaborate around highway policies, procedures and processes to develop a consistent regional and national approach to highway asset management and maintenance, in compliance with national Codes of Practice and statutory duties. 
Meetings are usually held quarterly.
The GM groups operate as benchmarking and/or task and finish groups and report regularly up to the Greater Manchester Highways Group, which is attended by GM district Assistant Director level representatives or Heads of Service. This group in turn reports up to the GM Wider Leadership Team.
The current established GM highway maintenance benchmarking/task & finish groups are;

  • Street Lighting
  • Highway Claims Group
  • Traffic Management Group
  • GMRAPS (road permit scheme) Group
  • Section 38 Commuted Sums Group
  • Bridges & Structures Group
  • Winter Maintenance Group
  • Flood Resilience Group
  • Public Rights of Way Group
  • Greater Manchester Casualty Reduction Partnership.
    All the above benchmarking/task & finish groups have developed terms of reference.
